While I've not gotten any e-mail on it, it would appear that OSRM has answered my last questions regarding copyright ownership.

The footer of the Grokline pages now reads, in part:

Copyright ©2004 OSRM.

So, since they are the copyright owner, they are no longer bound by the CCL license that others are bound by.
