Based on my observations of the ebb and flow of this site since inception, and having been a participant on Kuro5hin and DailyKos, I would say that Scoop is working pretty much as intended.  The perceived problems we are seeing now are basically the result of having too few active stories and participants.  Scoop does seem to need a certain minimum mass of activity for its statistically-based communitization algorithms to work.

Perhaps Jeff could e-mail some of the authors of the 15 submissions in queue and ask them to move them to voting status.  Or people could just post more diaries, on whatever topic.
