The pdf does look suboptimal. Looking at the PDF in vi and you can see

Image itself is 5098 wide by 6598 deep. The document is about 8 inches wide, so that's a resolution of around 600 dpi.

It's RGB at 8 bits per pixel , so  scanned in colour rather than B&W.

DCTDecode = Jpeg compresssion.

It would be better scanned as B&W at about 150-200dpi.
